Permission wanted (The rumours of my death were greatly exaggerated)

Given that Arthur is a ghost, he has a tendency to want to come out and freak people out. Because he gets bored. Being able to travel the internet doesn't seem to be enough.

So, what is he allowed to do?

1. Do you want you character to find out that he's deceased?

2. Can he spook them? How?

3. If they're familiar with dream share, could he make them doubt reality?

Please answer. It'll make things easier in the long run. Add anything you feel would be relevant too if you wish.
